Reliable infrastructure starts with strong asset management. The City must maintain infrastructure, facilities, equipment, tools, machinery, and naturalized systems so they remain in good condition. These systems support consistent, dependable service delivery. This includes grey infrastructure (roads, pipes, and treatment facilities) and green infrastructure (naturalized systems like trees and drainage landscapes). Grey infrastructure typically depreciates over time, while green infrastructure can increase in value as it matures. Maintaining this infrastructure improves performance, strengthens resilience, and reduces long-term lifecycle costs.

To keep services reliable and cost-effective, the City identified capital asset management as a strategic priority. Council began developing a Capital Asset Management Program in 2014, and adopted By-law 5300 to define responsibilities and guide implementation. This process involved building a comprehensive inventory of assets. The City used predictive modeling techniques, lifecycle tracking, and long-term financial planning to guide maintenance, renewal, and replacement decisions.

The City conducts regular inspections of road surfaces, hydrants, playgrounds, sports fields, all fleet, parking lots and other assets. As a result, the City can identify issues early and prioritize targeted repairs. This proactive, data-driven system extends asset life and improves service reliability, supporting ongoing community growth.

By embedding climate considerations in asset management, Selkirk ensures planning translates into action with clear responsibility for implementation.

These efforts reduce vulnerability across social, ecological, physical, economic, and community systems. It allows the City to maintain reliable service delivery and support the long-term safety and well-being of citizens. Together, these results strengthen long-term resilience and support sustainable growth and future-ready infrastructure.

The City opened a new wastewater treatment plant in 2021. This facility uses advanced membrane filtration technology to produce exceptionally clean treated effluent. The plant operates without fossil fuels, and the effluent remains fully reusable, supporting future industrial and environmental applications. It reduces pollution that harms the Red River and Lake Winnipeg, and produces water suitable for potential consumption and reuse. In addition, the facility’s modular design allows it to scale with community growth without requiring major redesign or construction. Selkirk’s contribution and commitment to water management and protection earned the Red River Basin Commission North Chapter Award in 2024.
